The five-stage sample development workflow every US-programme SKU should follow — from CAD brief through iteration to first-article — with the operational discipline that separates real manufacturer capability from broker sub-contracting.
Sample development is where most US-buyer India programmes either succeed or lock in their eventual failure. A well-run sample process produces a first article that ships against retail-quality standards; a poorly-run sample process produces an initial 'yes' sample that the production run cannot replicate. Understanding what a proper 5-stage sample development workflow looks like — and what factory-side signals separate real manufacturer capability from broker sub-contracting — is one of the highest-leverage pieces of India-sourcing knowledge a US buyer can develop.
The five stages
Stage 1 — Brief lock
The written brief is the single most important document in the entire sample development process. It should include: (a) reference — CAD, dimensioned sketch, sample-in-hand or Pinterest reference; (b) dimensions with tolerance ("36" × 12" × 18" ±¼""); (c) material specification ("solid Sheesham, natural finish, no stain or lacquer"); (d) finish specification ("hand-rubbed wax finish, no gloss"); (e) hardware specification ("antique brass finish, cold-rolled steel base"); (f) packaging specification ("individual retail box, 2-color print, 350 gsm F-flute corrugate"); (g) target retail price band ($40-$70); (h) target FOB price band ($9-$16); (i) target MOQ (250 per SKU); (j) certification requirements (Prop-65, CPSIA, UL/ETL, FSC); (k) target first-article date and target first-container ship date.
Briefs missing any of these 11 fields produce samples that are indeterminate — the factory guesses at unspecified fields and the guess almost always fails against a US-buyer's retail standard. Comprehensive brief lock is the single fastest way to reduce sample-round count.
Stage 2 — Factory selection for development
Not every factory that can produce can develop. Development requires an in-house sample department with (a) dedicated senior craftsmen — separate from the production floor; (b) CAD/CAM capability (many factories have solid-wood carving CNC but no metal-tooling CNC — the factory selection should match the material); (c) a materials library — pre-tested finishes, colour references, hardware catalogue — that lets the factory build against a reference without external sourcing per round; (d) documented tolerance discipline — the factory has and enforces internal-QC standards during development, not just at pre-shipment.
Sample-department capability is diagnosable in one factory visit: the ratio of sample-department square footage to production floor is a real proxy (>10% is healthy, 5-10% is workable, <5% is a signal the factory sub-contracts development).
Stage 3 — First article (prototype) production
First article is the initial factory-produced sample against the brief. Timeline: 3-5 weeks from brief-lock in most categories (home décor 3-4 weeks, furniture 4-6 weeks, lighting with UL requirements 5-8 weeks including UL testing on the prototype). Cost: sample fee typically covers material + labour + one iteration ($30-$120 per home-décor SKU, $150-$400 per furniture SKU, $200-$500 per lighting SKU including UL testing).
Deliverables on first article: (a) the physical sample courier-shipped to the buyer via DHL/FedEx/UPS priority (7-10 days transit); (b) photographs against a colour-calibrated background (X-Rite ColorChecker card in-frame for reference — reputable factories do this by default; ask if the initial photos don't include it); (c) initial spec sheet — actual measured dimensions, actual materials used, actual finish process, actual hardware. First-article spec sheet becomes the anchor document for iteration.
Stage 4 — Iteration rounds
Standard sample-fee coverage: 2-4 iteration rounds inside the sample fee. Rounds beyond that are billed per iteration (typically at 50-70% of the initial sample fee).
Iteration discipline: every iteration should have a written set of specific changes ('reduce brass gauge from 1.2 mm to 1.0 mm; move handle position from 4" from top to 3.5" from top; change hardware finish from polished brass to antique brass') — vague qualitative feedback ('make it more premium', 'looks a bit rough') produces vague sample changes. Written iteration briefs turn 4 rounds of iteration into 2 rounds.
Round-count discipline: if a sample takes more than 4 iteration rounds to lock, the underlying brief is under-specified. Pause iteration, rebuild the brief against the sample-in-hand as new reference, restart. Iteration-round inflation past 4 rounds is usually not a factory problem — it is a brief-specification problem.
Stage 5 — First article approval and hand-off to production
First article approval is the buyer's written sign-off on the last iteration sample as the production reference. Approval package: (a) approval letter signed by buyer; (b) final approved spec sheet with dimensions, materials, finish, hardware, packaging; (c) approved sample photograph set; (d) the physical approved sample retained by the factory (in a sealed 'golden sample' vault) as the production-reference sample; (e) a matching golden sample retained by the buyer as the QC-reference.
The golden-sample discipline is what makes AQL production-inspection possible. Every unit of the production run gets AQL-inspected against the golden sample. Absent a golden sample, AQL inspection is inspecting against subjective standards — much lower defect-detection rate.
Sample fees — what to pay and why
Categorically, factories charging sample fees are more likely to be legitimate manufacturers than factories offering free samples. Free-sample factories fall into two groups: (a) traders who show catalogue samples not manufactured to your spec (the 'free' cost is delayed until the production order); (b) manufacturers absorbing sample cost against expected order margin (works only if the factory has confidence you will place a production order — otherwise the factory loses money on samples and drops your engagement).
Sample-fee ranges we see and consider reasonable in 2026: home décor $30-$120 per SKU including one iteration; furniture $150-$400 per SKU; lighting $200-$500 per SKU (higher because of UL testing on prototypes); textile $50-$150 per colour-way (single item, no MOQ); rugs $150-$400 per SKU per size.
The two failure modes
First failure mode: the initial sample looks perfect and the production run doesn't match. Root cause: the initial sample was made by the sample-department master craftsman on a small-batch process; the production run is made by production-floor operators on the production process. The two processes have different tolerance envelopes.
The mitigation is discipline at Stage 5: the first article approved must be the last sample-round output, not the first-sample. Sample-department output is a signal of what is achievable — production-floor output is what will ship. Verify the process discipline at factory visit.
Second failure mode: too many iteration rounds — 6, 8, 10 rounds before an approval. Root cause: brief under-specification (see Stage 1). Iteration-round inflation past 4 rounds usually indicates the buyer needs to lock the brief against the current sample-in-hand and restart from there rather than continuing to iterate.

US DTC brand, 4 SKUs of brass-and-glass table lamps, UL 1598 required. Sample fees: $380/SKU × 4 = $1,520 (includes UL testing bundled with sample). First-article timeline: 6 weeks brass + glass + wiring + UL testing coordination. Iteration rounds: 3 (mechanical + electrical + finish iterations). UL testing at Intertek Delhi: 2-3 weeks bundled with the sample-review cycle. Total sample lifecycle: 12-14 weeks brief-lock to first-article approval. Reflects lighting-category compliance overlay.

Sample-development cost budget: sample fees $30-$500 per SKU depending on category and iteration count included. UL-required lighting SKUs bundle UL testing at $2,500-$4,500 per topology (amortised across the 4-6 SKUs sharing the topology). Development-timeline norms: home-décor 6-10 weeks brief-to-approval; furniture 8-12 weeks; lighting with UL 12-16 weeks; upholstered furniture with fire-retardant testing 10-14 weeks. Deliverables: CAD file (Rhino format), colour reference (Pantone 4515 C metal, Pantone 7519 C glass), retail-price target $95-$140, FOB target $22-$32, UL 1598 requirement, MOQ 300 per SKU. Brief-lock week 1. Factory selection week 2 — Moradabad brass factory + Firozabad glass factory for the shades + Delhi NCR wiring assembly + UL testing coordination. Sample-fee quote $380 per SKU (higher because of UL testing coordination) × 5 = $1,900.
First article delivery week 7: brass base and glass shade cast-and-blown to spec, harness pre-assembled but pre-UL. Sample photography from factory: acceptable. Should I fly to India for the first-article approval?
Recommended but not required. Flying in for the second-round or first-article-approval sample visit produces materially better outcomes than approving over DHL-shipped samples — you catch nuances (weight-feel, colour under natural light) that photography doesn't capture. Standard trip: 4-5 days across Delhi + one cluster.
How many SKUs is reasonable to develop in one sample cycle?
6-12 SKUs is comfortable for a sample department. Above 12 SKUs the department queue extends and iteration turnaround slows. Above 20 SKUs consider staged development (batch 1 approves before batch 2 starts).
Can I test-market samples before committing to production?
Yes — most factories will produce 20-50 additional 'market-test' units at first-article price for a small premium (typically 10-20% over amortised production price). Useful for retailer pitch-decks or influencer seeding.
What if the sample-department output is great but production output is different?
This is the top failure mode. Mitigation: last iteration sample must come off the production floor, not the sample department. Approved sample must be tagged as 'production reference' and photographed by both factory and buyer. Every production unit AQL-inspected against the golden sample.
How do I handle sample-department turnover?
Sample-department master craftsmen retire or move. Ask the factory who did the sample, and whether that person is available on the production run. On critical hand-worked SKUs, spec 'same craftsman' in the PO where possible.
